"An unprecedented 1974 U.S. Supreme Court ruling declared that former president Nixon did not have the absolute and unreviewable privilege to withhold presidential communications, thus forcing him to turn over to the special Watergate prosecutor the very documents that destroyed his presidency. The passage of the 1978 Presidential Records Act (PRA) established public dominion over White House materials beginning with the Reagan presidency.
